I found this guide on Yahoo! Answers, but we added step 5.
1. From what I can tell her makeup is pretty basic, its just about the colors and technique used.
2. Eyeshadow, for this i would use a loose pigment color in a soft aqua color and even an ivory white. you can use "Innocence" or "MAC" depending on what you have in your area. apply the aqua/teal color on your lid up to the crease, and then using the ivory or off white (not pure white) start closer to the brow bone work it down towards the crease and blend the two colors together. Use more of a sheer color on the lids, as a solid pure shadow would be too strong and over power the face.
3. For liner use a black pencil to line the top and bottom water line (doing the top will make your lashes look fuller) If you want to be sure it wont smudge press a little black powder eyeshadow over top ( this may irritate your eyes, so go without if possible).
4. Mascara mascara mascara! Use a really good thickening mascara and apply a few coats. Do this the regular swiping wiggling way most people do, but after go in with the tip and be more exact. using the tip of the wand will create more of a heavy slightly clumpy look, just don't go over board!
5. You can use stick on diamonds [like stick on tattoos] and arrange them around the corner of your right eye. Make sure they can be used facially before you apply them, though!
6. If the aqua doesn't work for you try a soft copper color and just use it in the crease, using a medium color on you lid and a pearl closer to your brow bone. What makes her look is the liner and mascara so experiment and have fun with the colors!
